Buying Near US 60 and Loop 303 in Surprise With a 5–7 Year Plan
Planned work near the US 60 and Loop 303 interchange in Surprise may not finish before a 5–7 year resale. Here's how much weight the 2028 plans deserve.
Before I buy near the US 60 and Loop 303 interchange in Surprise, how much should planned 2028 access work matter if I expect to resell within five to seven years?
Give it some weight, but don't pay for it. The 2028 project is a new interchange at Loop 303 and 155th Avenue that adds access for neighborhoods north of Loop 303 and east of US 60. The larger fix at the US 60 and Loop 303 interchange itself is still being studied, and local reporting on the regional funding program places that construction around fiscal year 2033. On a five-to-seven-year hold, you may be selling while that work is starting rather than after it's done, so buy a home that works with the interchange as it is today.
Buying with a planned exit date is smart, and it changes which questions matter. If you know you'll likely sell in five to seven years, the useful question isn't whether the interchange will improve someday. It's what the interchange will look like during the window when you're living there and when you're selling.
Here's the market you'd be buying into. As of September 17, 2026, the Cromford Market Index for Surprise read 70.1, a buyer's-market reading and down about 11% from a month earlier, one of the largest monthly moves toward buyers of any city Cromford tracks. The Cromford Report also noted that demand in Surprise fell about 10% over that month. That gives you negotiating room today, and it's a good reason to take your time on the location question.
Here's how I help buyers line up ADOT's schedule against their own.
What Did ADOT Already Change at the US 60 and Loop 303 Interchange?
ADOT finished a set of near-term fixes around the US 60 and Loop 303 interchange in Surprise in February 2026. These were interim improvements meant to ease congestion now, not the long-term rebuild.
According to ADOT's announcement of the completed near-term improvements, the work included widening the southbound Loop 303 on-ramp from Grand Avenue to give traffic more room to merge and adding an eastbound US 60 right-turn lane approaching Loop 303. ADOT did this work in partnership with the Maricopa Association of Governments and the City of Surprise.
If you're touring homes in this part of Surprise now, the interchange you drive is the one you'd be living with for the first part of your ownership. That's the version to judge a home against.
What Is Planned for Loop 303 and 155th Avenue in Surprise?
The planned 2028 work in Surprise is a new traffic interchange on the north side of Loop 303 at the 155th Avenue alignment. ADOT describes it as an additional freeway access point for communities located north of Loop 303 and east of US 60.
The ADOT project page for the Loop 303 and 155th Avenue interchange lists improving and extending 155th Avenue between Happy Valley Road and the new interchange, improving Pinnacle Peak Road between 163rd and 155th avenues, new bridges over the Beardsley Canal and the McMicken Dam Outlet Channel, and a noise analysis to determine whether noise mitigation is warranted. Final design began in March 2026 and is expected to finish in late 2027, ADOT expects a public meeting in early 2027, and construction is anticipated to begin in 2028.
Two things follow for a buyer. The benefit is aimed at a specific set of neighborhoods, so a home north of Loop 303 and east of US 60 is in a very different position from a home that depends on the existing interchange. And 2028 is a start date, which means construction near 155th Avenue would be happening during the early years of a five-to-seven-year hold.
When Will the US 60 and Loop 303 Interchange Itself Be Rebuilt?
There's no firm date yet for rebuilding the US 60 and Loop 303 interchange itself in Surprise. ADOT says long-term improvements will be studied and planned for construction under the region's Proposition 479 freeway funding program, and possible changes include reconfiguring the interchange and building new ramps that cross the nearby BNSF Railway tracks.
Local reporting on the Maricopa Association of Governments program has placed construction of those long-term improvements in fiscal year 2033. That's a planning-stage figure rather than a construction schedule, and it can move. Lined up against a purchase this year, the sequence looks like this:
Wider southbound Loop 303 on-ramp from Grand Avenue and a new eastbound US 60 right-turn lane.
You own the home with today's interchange configuration.
New access north of Loop 303 and east of US 60, with construction underway during your early ownership years.
A five-to-seven-year hold from a 2026 purchase.
Still in study and planning; timing may change.
How a Five-to-Seven-Year Hold Changes the Math in Surprise
A five-to-seven-year hold in Surprise means you'll likely own the home through the 155th Avenue construction and may sell right around the time the larger US 60 and Loop 303 work begins. That's the opposite of buying before an improvement and selling after it.
This is usually where I slow buyers down, because "planned improvements" sounds like a reason to pay a little more now. On this timeline, the finished long-term interchange probably isn't part of what you're selling, and the buyer who purchases from you may be the one who lives through that construction and then enjoys the result. Your buyer's appraisal will run on the comparable sales closed near your home at that time, not on ADOT's plans, which is the same method I use in how much to list your West Valley home for.
The one clear upside is location-specific. If a home sits north of Loop 303 and east of US 60, a new access point at 155th Avenue could make daily trips easier within your ownership window, once construction wraps. That's a reasonable thing to value, as long as you're valuing the access and not a promised price bump.

What I Check Before a Surprise Buyer Commits Near the Interchange
Before a buyer with a planned resale commits to a home near the US 60 and Loop 303 interchange in Surprise, I want the home to make sense on today's roads, with future access treated as a possible bonus.
When I evaluate a Surprise home near the US 60 and Loop 303 interchange for a buyer with a five-to-seven-year plan, four factors carry the decision:
- Which access you use: A Surprise home that reaches Loop 303 without the US 60 interchange is affected very differently from one whose daily trips run through it.
- Distance from 155th Avenue: Homes near the new interchange site may gain access after construction but will also sit near active work that ADOT expects to begin in 2028.
- Your resale window: A sale between about 2031 and 2033 may coincide with the start of the long-term US 60 and Loop 303 work rather than its completion.
- Negotiating position: Surprise's buyer's-market reading gives you room to negotiate price and terms today, which matters more to your return than any planned project.
What I watch for here is a buyer paying for a plan instead of a home. The Bottom Line
For a buyer planning to sell in five to seven years, the planned work around US 60 and Loop 303 in Surprise is a timing question more than a value question. The 155th Avenue interchange starts in 2028 and helps a specific set of neighborhoods, while the rebuild of the interchange itself is still in planning and may begin right around your resale window. Choose a home that works on today's roads, understand where it sits relative to both projects, and use Surprise's current buyer's-market reading to negotiate well. If the new access turns out to help your neighborhood during your ownership, that's upside you didn't have to pay for.
