Glendale annexed just over 48 acres at the city's western edge on February 24, 2026 and rezoned it from rural residence to Planned Area Development. The larger piece — roughly 39 acres just south of the southwest corner of Peoria and Sarival avenues — is proposed as Sarival Logistics: three Class A warehouse and manufacturing buildings of approximately 146,500, 254,000, and 275,000 square feet. It sits directly west of existing county rural-residential lots, which means some homes are close enough that a seller has a disclosure obligation.

A rezone from rural residence to industrial changes what a buyer sees when they do their own research, and buyers do that research now. This is usually where I slow sellers down, because the instinct is either to panic or to say nothing. Neither works. What works is knowing exactly what was approved, understanding what Arizona actually requires you to disclose, and getting in front of it in your listing rather than being caught by it during the inspection period.

What Was Approved at Peoria and Sarival Avenues in West Glendale

At its February 24, 2026 voting meeting, the Glendale City Council unanimously approved annexing two properties totaling just over 48 acres at the city's western end, and approved a related zoning change on both from rural residence to Planned Area Development.

The larger annexation, the one with a detailed development plan attached, covers roughly 39 acres south of the southwest corner of Peoria and Sarival avenues. The Sarival Logistics proposal from Evergreen Devco calls for three Class A warehouse and manufacturing buildings with 32-foot clear heights and maximum building heights around 45 feet, with parking and loading areas placed at the rear and primary vehicle access from Sarival Avenue. Water and sewer will come from EPCOR rather than the City of Glendale, since the city does not provide service west of 115th Avenue. The smaller parcels are part of what staff and developers have called the Sarival "checkerboard" — county land pockets surrounded by city limits.

One clarification worth having, because it causes confusion: there is a separate, unrelated industrial project also called Sarival Logistics near Loop 303 and Bethany Home Road. They are different developments by different companies. If you are researching this, make sure you are reading about the Peoria Avenue site.

How Close Does the Sarival Site Come to Existing Homes?

Close enough to matter for some homeowners. Planning documents for the area describe existing county RU-43 rural-residential lots immediately east of the industrial parcels, so this is not a case of warehouses going up in isolated desert.

Whether it affects your specific home depends entirely on your parcel, not on your subdivision name. Distance, orientation, what sits between you and the site, and which direction truck access runs all matter more than a general neighborhood label. Before you list, pull your own parcel on the Maricopa County Assessor map and measure the actual distance to the rezoned boundary, then check whether Sarival Avenue between your street and the site is a designated truck route. Those two facts determine both what you disclose and how you position the home.

It is also worth being precise about timing. Annexation and PAD zoning are approved, but site plans, engineering, and building permits still move through their own review process. Nothing is under construction today, and large industrial projects routinely shift or change scope. Do not describe the buildings to a buyer as though they exist.

What a West Glendale Seller Has to Disclose About a Nearby Rezone

Arizona sellers complete a Seller's Property Disclosure Statement, and the standard there is knowledge: you disclose material facts you actually know about, and you do not get to withhold something because disclosing it is inconvenient. A council-approved industrial rezone next to your neighborhood is exactly the kind of fact a reasonable buyer would want.

You are not required to become a planning researcher, and you should not speculate about what the project will eventually look like or what it will do to values. What you should do is state plainly what you know: that the land was annexed and rezoned, when, and where you learned it. Under the AAR Residential Resale Purchase Contract your buyer has a ten-day inspection period to investigate, and a buyer who finds a 675,000-square-foot industrial approval on their own — after writing an offer, having already toured a home they liked — reacts very differently than one who knew going in.

  • Military airport vicinity: Arizona imposes a separate statutory written disclosure obligation on sellers whose property sits in territory in the vicinity of a military airport. Much of west Glendale falls in that territory because of Luke Air Force Base, and it applies independently of anything to do with this rezone. Confirm whether your parcel is included rather than assuming either way.
  • HOA resale disclosure changed this September: House Bill 2397, signed in June 2026 and effective September 12, 2026, amends Arizona's resale disclosure statutes for planned communities and condominiums. The packet your association must produce is larger, delivery moves to electronic, and the association has ten days after notice of acceptance. If your home is in an HOA, order that packet early rather than assuming last year's timeline.
  • Private water utility: Homes in this part of west Glendale are frequently served by EPCOR rather than a city utility, which some buyers and their lenders ask about. Know which utility serves your address before a buyer asks.

Should You Sell Before the Warehouses Are Built?

There is no cliff. Nothing is under construction, permits are still ahead, and industrial projects of this size take years to deliver — so a rushed listing driven by the rezone alone is usually a decision made from anxiety rather than arithmetic.

What is worth thinking about is buyer perception versus buyer experience. Right now the project is a document. Later it is a construction site with truck traffic, and later still it is finished buildings with a settled traffic pattern. Those three phases feel different to a buyer touring your home, and the middle one is generally the least attractive. If you were already planning to sell within a year or two, that argues for the earlier end of your own range rather than the later. If your timeline is five or ten years, the construction period will be behind you and this is not your problem.

What I watch for here is a seller pricing defensively before knowing whether the market has actually reacted. Nearby comps tell you that, and they are checkable.
